Raymond is a seasoned IT executive with 24 years of experience in information technology industry and skills in IT strategy and visioning, governance, operation management, formulating business enabling technology and investment strategy, implementing enterprise infrastructure and solutions to support business and corporate objectives.
He is currently a freelance IT consultant and angel investor to promote cross boarder technology innovation and start-ups between US and China, provides advice on application of technologies to enterprises and start-up companies, and the establishment of Social Venture, incubation and acceleration program for early stage social impact innovations and entrepreneurs in China.
Before leaving The Hong Kong Jockey Club at the end of 2017, he was the Head of IT Infrastructure and Operation Services responsible for Club’s IT Infrastructure and Operations managing the capex and opex budget as well as services of all IT systems and Infrastructure to support Hong Kong Jockey Club’s mission to deliver world-class horseracing and betting services to the Hong Kong Public. Prior to joining the Club in 2002, he was Director of Business Enabled Solution Practices at Nortel Networks (Asia), where he established the Business Enabled Solutions business and built pre-sales and delivery capability in the Asia Pacific region.From 1993 to 2000, he worked in a number of sales and business management positions at Digital Equipment HK and Compaq Computer including several appointments that took him to China.
He is also an angel investor with experience of business modelling, product positioning, and mentoring of the founder and CEO of startup companies. He started his angel investment journey in 2006 with his first angel investment in a game development company in Shanghai with current valuation of US$100 million.Since 2011, Raymond has been active in angel investment in multiple disciplines of taxi advertisement, SME loan, yogurt manufacturing and commodity trading analytics in China and Hong Kong, as well as recent angel investment in HR recruitment SaaS and home-use blood test device in Silicon Valley and Philadelphia, USA. Raymond is a member of Angel Camp in Beijing and has been active in the startups ecosystem of incubators/accelerators, angel and VC funds in Hong Kong, Shenzhen, Shanghai and Beijing.
In addition, Raymond is a member of the Information Technology Technical Advisory Subcommittee of The Hong Kong Hospital Authority and the Fellowship program of Hong Kong University of Science and Technology to give speech and teaching sessions to HKUST IPO (Interdisciplinary Program Office) students.
Raymond graduated from Illinois Institute of Technology, Chicago, USA with a Bachelor of Science degree and gained his Master of Engineering from the University of California, Berkeley, USA. He completed the Kellogg-HKUST Executive MBA Program in April 2006.
